Shenzhen has been selected as the leading city on the mainland for its comprehensive competitiveness, according to a report released at the 2008 China City Forum (Beijing Summit). Shenzhen was followed by Shanghai and Beijing, according to the rankings compiled by the Beijing International Institute for Urban Development. The city ranked third in competitiveness last year, following Beijing and Shanghai. The institute compared and analyzed the competitiveness of 286 cities on the mainland. The appraisal weighed a city’s competitiveness in five categories such as strength, vitality, potential, charm and capability. Of the five categories, Shenzhen ranked first in capability, vitality and potential.
